Is is a common thing for the tach's to not work on 94 mark viii's? Or I guess what i am really asking is how hard is it to fix?

Sometimes it's just that the cover glass has shifted downward slightly, stopping the needle from moving. Try tapping on the cover glass (engine running) and see if you get tach movement.

it's a common problem, but not usually due to the cover. The shaft may be sticking on the plastic where it comes through, the cover with the numbers on it may have come loose and be interfering with the needle, or whatever. When i replaced mine on my old '94, it was about $70 (if i recall correctly) from the dealer and not too difficult to change. You'll have to take your time taking the front of the dash apart and pulling the cluster, but it isn't too difficult. If you pull it apart you may be able to repair it without replacing it.
