I have Lincoln Mark VIII - 1995. I need headlamps with certificate for
Europe. Where could I buy it (it could be secend hand goods).

I don't believe the Mark VIII was ever sold in the export market. As such, there are no export (ECE or e-code) headlamps made for your vehicle. Of course, the OEM US headlamps would never pass the lighting requirements for Europe.

What are the special requirements for European lighting? I've driven rentals in many European countries during the last 25-30 years, and I don't recall anything special about the headlights...is this something new?

There are Known Mark VIII's in , Hungary, The Soviet Union, and Norway. I'm not aware of special requirements, other than in France where there is a Yellow Light content requirement. I would suggest contacting the Registration authority at the point of entry.

The US-DOT headlamps produce too much glare above the horizontal to satisfy the European regulators. Many people have imported US-made Ford Mustangs into say, Germany, and they MUST get European (ECE or e-code) headlamps retrofitted before being allowed to be driven on the roadways there.
About yellow headlights in France, not for almost 10 years now. Since France joined the ECU, their headlight color requirements are the same as the rest of Europe (and the rest of the world), and "selective yellow" headlights are out, and white light is in.

Sorry for the humor, Dariusz. I know this is a serious problem for you. Have you contacted a European Ford dealership to see if any Ford/Mercury retrofit might be appropriate for your vehicle?
