If you turn the speed control wheel on the ATC can you raise or lower the fan speed? Have you tried running diagnostics on the ATC console? Here is the procedure.
"Perform EATC Self Diagnostics Test. Record all error codes displayed during test.
The control assembly will detect electrical malfunctions occurring during the self test.
Ensure that the engine is warm (at least 49°C (120°F) coolant temperature). To display the error codes for the malfunction detected, initiate the self test by pushing OFF and FLOOR simultaneously and then AUTO within two seconds . The test may run as long as 20 seconds , during which time the display will be blank. If the display is blank for more than 20 seconds , go to System Diagnosis When Self Test and Functional Test Indicate NO ERROR."
All 8's indicate no error.
01 - Replace Control Head
02 - Blend Door Problem
03 - In Car Temp Sensor Open or Short
04 - Ambient Temp Sensor Open or Short
05 - Sun Load Sensor Open or Short
If this test shows no errors and rotating the blower wheel down to slow the fan doesn't work then either the ETC head or the Blower Speed Controller is bad, or the wiring to the blower motor or the motor itself is bad.
Hope this helps

Strider,
The ETC is the control head at the dash. Cost is about $400 from Lincoln, I would try and find a used one if that turns out to be the problem. The Blower Speed Control is mounted on the front of the blower chamber under the dash on the passenger side. You will need to remove the under dash cover to get at it. It has a ribbed aspirator tube connected to the front of it. Cost is about $200 from Lincoln, again I would check the used parts market. I would check the wiring to the blower motor to be sure the connections are clean and no wire covering breaks.

Strider,
Once you have the cover below the dash off, you can get at all of the blower control and the blower itself. I replaced the blower on my 90 and it wasn't too hard, took about 2 hours. smile.gif
