Panel between rear window and trunck lid common to rust?

My LSC has a spot about 4 or 5 inches from the edge of this panel that is rusting.I was going to get the panel off of a parts car to fix it,but the parts car was rusty there too.Both sides were rusting.I tried digging into it just to see what was in there and I never made a hole.I had a spot about 1/4 inch deep.There must be some reinforcment there.Anyway,anyone else notice this problem and how did you go about fixing it?

It is a common rust area, but I have never had the joy of fixing it.

Yeah, mine is rusted there too. Actually, the trough that runs under the leading edge of the trunk lid is severely rusted, with holes throughout most of the section. It leaks like a mutha' when it rains! I filled it with caulk to stop the leaking and it has worked well...for now.
I hope this not too expensive of a permanent fix when the time comes to do it right.
