Has anyone had any experience in replacing the wheels on the 2003 Navigator? What is to be done about the tire pressure sensor? Can it/they be transferred to the new wheels? Thanks for any help. By the way, where are they located? In the valve stems?

They should be transferable to new wheels. If they need to be re-trained, you don't have to go to the dealer for it. You can do it at home with a magnet. I did it on my Aviator and it worked well.
Here's the procedure:

It was written by a Ford dealer employee, and he got it from a DVD used to train mechanics.
