Clean the IAC valve. That's the first thing to check. (tech article)
Next to that article is one about the EGR valve filter, another easy to clean thing. I donno where it is on the Contis, but its a good idea to clean it too.

Could be due to a bad IAC valve (idle air control) OR, if you have recently replaced the battery or had the car jumped after it died then the PCM has to go through IAC apadptations and "re-learn" the base idle.

I don't think Ford considerd the 88-94 Conti IAC cleanable. At least all literature I've ever read on it strongly advise you NOT to clean it.

Why would the Conti be any different? Are you sure you're not thinking the throttlebody? (which had a teflon coating on it)

Idle Air Bypass Valve
The idle air bypass valve used on all 3.8L engines cannot be cleaned. The valve must be replaced.
CAUTION:
Do not use Carburetor Tune-Up Cleaner D9AZ-19579-BA (ESR-M14P9-A) or any other type solvent or damage to the valve internal components may result.

Crazy, man! I'd at least shoot some WD-40 in there and see what happens...if you're gonna replace it anyway.

Well if he's going to replace it anyways......sure! :)

I knew this to be true too but I found the best information about it from http://autorepair.about.com
Ford introduced three digit EEC-IV Self-Test codes in 1991 to accommodate the increasing number of service codes required to support various government On-Board Diagnostic (OBD) regulations. The phase in from two digit to three digit codes started in the 1991 model year and was largely completed by 1994 except for some medium/heavy trucks that will retain two digit codes through the 1994 model year.
DTC 411 and 412 indicate a bad Idle Air Control valve (IAC). I would try removing the IAC solenoid and inspect it for contamination. If contamination is present, determine if the solenoid is a type that can be cleaned.

This type of IAC solenoid (above) is serviceable and may be removed and cleaned of sludge deposits that accumulate within the valve.

This type of IAC solenoid (above) is not serviceable and cannot be cleaned
If it can't be cleaned, or cleaning is not effective, I would try replacing it. Of course I'm assuming that there are no vacuum leaks present.
