1997 trans shudder in low gear

My 1997 has started a small shudder in low gear. I have changed the trans filter and fluid (and the fluid had a burnt smell) and added an additive called ShudderGone but the problem is still noticeable. I am wondering if a Transmission job is somewhere down the road with this car. If so, what is normal cost of a Trans overhaul on these Lincolns?

The trans overhaul charge isn't too bad, it's just the added cost of pulling and reistalling the engine thats a real killer.
