I owned a 1999 Expedition for years. Thing was always messing up. I had a similar problem and ended up having to replace the window regulator. Picked one up on Ebay for under $50. Installation was a bit ugly; had to drill out rivets and reinstall it using 1/4" bolts and nylock nuts. You could purchase one of these to aid in assembly --> http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=41291
It is a large capacity riveter for $10 which includes an assortment of 1/4" rivets.

Its either the window regulator or the motor ($50 or so for a new Siemens part at Autozone). The only way to know for sure is to remove the door panel and see if the regulator is binding when you hit the switch.

In my experience, if the motor is spinning and the window is binding, it's most certainly the regulator cables all bound/wound up. In my experiences, the motors rarely if ever fail; usually the cheap regulators crap out as the cable systems are very poorly designed and engineered. As pro says, pull that door panel and take a peek.
