On my buddys '93 Thunderbird his automatic seat belt is stuck in the all the way forward position and ya know this is kinda dangerous, I'm not familier with these, what to look for?

It could be the motor for the retractable seat belts are shot or one of the sensors in the seatbelt retractors is bad.
You can move it to the back manually using a knob that's behind the rear speakers at the sides of the back seat. It takes a lot of turns, but it will slowly move back.

is a door ajar light on???
that could be the problem in itself.. when the seatbelt controller senses a door open, it moves the appropriate seatbelt to the released position (all the way forward). clean the door ajar switchs as outlined in the tech article
you ask how I know this.. happened on my 92 cougar.
