That's probably the factory alarm system. Make sure you use the code (if you have it for the keypad) to lock and unlock the car. If you have no code, make sure you use the key in the door lock and turn it all the way to lock the door and bring the key back up to vertical. There should be instructions on using it in your owner's manual. There's a green idiot light on the tripminder panel that should flash if the alarm is set.

Is it a constant blaring of the horn, as in not sounding like an alarm? If so pull the horn pad off, disconnect the wires and see if it stops. If it does, something is shorted in the horn pad most likely.

I had this happen too, i just disconnected the horn pad. at the same time i was also having a problem with the cruise control not activating. might be the horn relay.

There's a Y/LG wire that runs from the Horn Switch Slip Ring in the column to the Horn Relay. It activates the relay by the Horn Switch completing a connection to ground.

If this wire is grounding to the bodywork anywhere along it's length the horn will be stuck "on".

Also, as I recall, the Cruise Control switches on the steering wheel share this ground connection.

Right side under the black cover Firewall Relays are; inner, ECM Power Relay; outer, Horn Relay.
